Description: The head appears as a keystone on the arch over the main entrance to the building. This is flanked by two female figures reclining on the upper lip of the arch. The figure on the left holds an artist's palette in her left hand and a fanciful brush in her right. The right hand female has a globe under her right hand and a wreath in her left.
Over 4 pilasters just above the cornice at roof level there are four wreathed heads surrounded with floral scrolls.

Inscription: "Public Hall 1877"appears above the central window.

Commission: Erected as a Public Hall at the expense of Charles Harvey, of Park House, Kendray, Barnsley [1]. The Opening of the Building, on 25th January 1878, was marked by a concert by Sir Charles and Lady Hallé and others [2].
The Hall was given to Barnsley by Charles Harvey in January, 1890. Harvey died, aged 81, on 31st October 1898 [2].
It has been referred to as the Public Hall, the Civic Hall and the Harvey Institute.
