Commission: Locke Park was donated to the people of Barnsley in 1862 by Phoebe Locke in memory of her husband, Joseph Locke, the famous railway engineer and MP, who died on September 16th 1860. The tower was built by Sarah McCreery in memory of her sister, Phoebe Locke, who died December 15th 1866. The architect, Renée Spiers, had trained in Paris. The builders were Robinson & Son of Barnsley. [1]

Sarah McCreery also donated another twenty acres of land to extend the top part of the park in 1874. The Tower was opened on October 20th 1877. Miss McCreery herself died on April 20th 1879. [2]
